Construction Quality Control Supervisor

JOB DESCRIPTION

Position Summary

In the construction of water treatment plants, this position works in coordination with the Site Manager, carries out on-site quality activities, and ensures that the quality, schedule, and safety requirements established by the client and Kurita are consistently met.
This position reviews construction drawings and schedules, coordinates with suppliers and subcontractors, and ensures quality compliance while supporting optimization of the project schedule. It also prepares work schedules, manages construction and quality records, and prepares reports to identify, communicate, and resolve project issues, thereby supporting effective on-site quality management. Experience or knowledge of plastic piping is preferred but not required.

Responsibilities

•     Prepare and coordinate third-party inspections, accompany inspectors, provide required documents, and guide them to inspection areas. 
•    Coordinate with subcontractors to ensure inspection readiness and resolve quality-related issues as needed. 
•    Identify, communicate, and support the resolution of quality issues with internal and external partners, and support compliance and smooth project execution. 
•    Review site conditions and construction progress against the project schedule, coordinate with contractors, and implement corrective actions as needed. 
•    Manage on-site quality activities in accordance with company quality standards, and ensure proper documentation and collection of quality records. 
•    Monitor construction work using P&IDs and piping drawings, verify installation conditions, and report discrepancies and corrective actions to supervisors. 
•    Attend meetings with clients and contractors, communicate quality requirements, and ensure that those requirements are reflected in site activities. 
•    Plan and coordinate the use of site facilities, safety equipment, and temporary facilities in accordance with U.S. regulations and client requirements, in coordination with the Site Manager. 
•    Coordinate delivery plans for SKID units and equipment, and ensure that quality and site requirements are properly met. 
•    Work Location: On-site at the project office, 5 days per week. 
•    Travel: Approximately 10% to project sites outside Arizona.

Other & Miscellaneous

• Prepare weekly reports documenting progress, quality issues, and corrective actions, and submit them to supervisors.
• Promote continuous improvement by identifying more efficient and cost-effective work processes.
• Review and provide input on management issues related to site quality and construction activities in coordination with the Site Manager.
• Perform special projects and other duties assigned by the Site Manager.
• Maintain high ethical standards and comply with company policies and site rules.
• Report irregular issues and problems to supervisors and assist in developing appropriate solutions.
• Maintain effective communication with the Site Manager, office staff, subcontractors, and external partners.
• Comply with all company policies and procedures.
• Keep the work area clean and safe, and promote housekeeping standards at the site.
• Promptly report issues affecting schedules, milestones, safety, health, costs, quality, or unforeseen problems to supervisors, and seek advice as needed.

Qualifications

• • • Work authorization in the United States required.
    • Experience managing quality control and quality assurance activities for construction projects, preferably involving water treatment systems, industrial facilities, semiconductor projects, or large-scale piping installations.
    • Preferred: Bachelor’s degree in Mechanical Engineering, Civil Engineering, Construction Management, or a related technical field.
    • Working knowledge of quality management systems (e.g., ISO 9001) and experience developing, implementing, and maintaining quality documentation and quality control procedures.
    • Experience coordinating inspections, testing activities, non-conformance reporting (NCR), corrective actions, and quality record management during construction.
    • Ability to review engineering drawings, specifications, inspection and test plans (ITPs), and turnover documentation to verify compliance with project requirements.
    • Minimum 5 years of experience in construction quality control, inspection, or quality management, with demonstrated responsibility for field quality oversight.

Tools

• • • General office equipment including personal computers, printers, and electronic document management systems.
    • Software: Windows OS; Microsoft Office Suite (Excel, Word, PowerPoint, Outlook, Teams).
    • Proficiency in quality management software, digital inspection platforms, document control systems, and field reporting applications.
    • Ability to prepare, review, maintain, and distribute quality documentation, including inspection records, checklists, NCRs, CAPAs, testing reports, and turnover packages.
    • Familiarity with construction management and field coordination tools, including daily reports, punch list tracking systems, and mobile site applications.
    • Ability to interpret engineering drawings, P&IDs, specifications, and quality requirements to verify construction compliance; drafting experience is not required.
    • Effective communication skills to coordinate quality-related matters with clients, subcontractors, third-party inspectors, engineering firms, and project teams.

Certifications & Licenses

• • • Valid Driver’s License.
    • OSHA 30-Hour Construction Safety certification required; OSHA 510 certification preferred or willingness to obtain after hire.
    • Working knowledge of applicable codes and standards including ASME B31.3, NFPA 70, NFPA 54, IBC Chapter 17, and other relevant construction and quality requirements.
    • Strongly Preferred: USACE Construction Quality Management (CQM) for Contractors Certification.
    • Preferred: Certified Welding Inspector (CWI) certification.
    • Preferred: ASNT Level II certification in applicable non-destructive testing (NDT) methods.
    • Preferred: ICC Inspector certification or equivalent construction inspection credential.

• Preferred: Quality Management certifications such as Certified Quality Engineer (CQE), ISO 9001 Internal Auditor, or equivalent.
• Specialized safety training such as HAZWOPER, ESS, NFPA 70E, or equivalent is preferred.
• Preferred: Valid aerial work platform operator certification (boom lift, scissor lift), or willingness to obtain after hire.

Supervisory Responsibilities

• • • Provides leadership and oversight for quality control activities at assigned project sites.
    • May supervise QC inspectors and coordinate the activities of subcontractors, suppliers, testing laboratories, and third-party inspectors to ensure compliance with project quality requirements.
    • Supports implementation of quality plans, inspection and test programs, NCR management, corrective actions, and turnover documentation.
    • Promotes quality awareness and continuous improvement throughout project execution.

Work Environment

The work environment for this position primarily involves on-site inspections and quality control activities at construction project locations, with some office-based tasks such as preparing and managing quality documentation. The role requires frequent movement within construction sites, including entry into inspection areas and sampling locations. Employees may be exposed to outdoor conditions (heat, cold, humidity), rotating equipment, fumes or airborne particles, electrical hazards, and vibration. Use of appropriate personal protective equipment (PPE) is required during site activities. Occasional travel to project sites outside Arizona may be necessary. Employees may need to pass a background check and/or drug screening as required by Kurita and their clients.

Physical Demands

The physical demands of this position primarily involve frequent standing, walking, and moving throughout construction sites to perform inspections and quality control activities. Duties require the use of hands and fingers for handling inspection tools and equipment, as well as reaching and bending. The employee may occasionally need to lift or move up to 25 pounds and may be required to work in confined spaces or at heights, following appropriate safety procedures and wearing personal protective equipment (PPE) as necessary.

Vision requirements include the ability to read and analyze data on paper and computer screens, visually inspect materials and installations, and accurately identify defects or non-conformities.
